摘要
民主集中制是科学的合理的有效率的民主制度,是真正的、实质的民主制度,是原则性与灵活性相结合、集体领导与领袖权威相统一的民主制度,是经得起社会实践检验的民主制度。充分发挥民主集中制制度优势必须真正做到坚持集体领导,着力提高"一把手"的民主素养与集中能力,严厉追究"一把手"践踏民主集中制的责任,促成"一把手"带头执行民主集中制;完善民主集中制制度,加快实现民主集中制具体化、程序化、法治化。
Democratic centralism is a scientific,reasonable and efficient democratic system,a real and substantial democratic system,a democratic system combining principle and flexibility,collective leadership and leadership authority,and a democratic system that can stand the test of social practice.To give full play to the advantages of democratic centralism system,we must truly adhere to collective leadership,strive to improve the democratic literacy and concentration ability of the"first leader",severely punish the"first leader"for trampling on democratic centralism,promote the"first leader"to take the lead in implementing democratic centralism,improve the democratic centralism system,and accelerate the realization of the concrete,procedural and legal steps of democratic centralism.
