摘要
为全面分析民用机场跑道侵入安全风险,从航空器起降过程和跑道运行模式两个维度构建跑道侵入事故场景。基于系统理论事故模型和流程方法,从管制员、机组和跑道内车辆与人3个关键系统组成及其交互关系角度分析跑道侵入系统级风险及其安全约束,并构建其安全控制结构。以某跑道侵入事故为例,根据跑道侵入安全结构,从不安全控制行为和未遵守安全规则控制行为两个角度分析致因。结果表明:跑道侵入事故通常由跑道运行人员不恰当的信息探测、记忆、控制决策、控制行为和反馈监测5类行为造成。
In order to comprehensively analyze the safety risk of runway intrusion of civil aviation airport,the runway intrusion accident scene is constructed from two dimensions including aircraft takeoff-landing process and runway operation mode.Basing on the system theoretical accident model and flow method,the system-level risk and safety constraints of runway intrusion are analyzed from the perspectives of key system components including controller,crew and vehicles on the runway and the interaction between them,constructing the runway intrusion system safety control structure.Taking one runway accident as instance,causes analyses are conducted considering unsafe controlling behavior and controlling behaviors failing to comply with security rules.Results show that runway intrusion accidents are usually caused by five kinds of inappropriate behaviors including information detection,memory,control decision,control behavior and feedback monitoring.
