摘要
随着中国高等教育进入新时代,西部高等教育发展也迈入新的阶段。但由于长期受区域、资源等条件制约,东西部高等教育发展不平衡和西部高等教育发展不充分的问题仍在加剧,西部高等教育竞争力不足严重制约其自身的全面协调可持续发展。西部高等教育全面振兴面临高校与学科发展失利、教育经费供给结构失衡、人才引进与流动秩序失当等多重滞碍。基于全面振兴计划的政策诉求,从战略目标设计层面看,未来西部高等教育发展应秉持“更加公平更有质量”的核心发展理念,以信息化推进西部高等教育更高层次的普及化进程、构建与区域经济社会发展相适应的西部高等教育新格局;从实践向度看,未来西部高等教育应从政策引领、制度保障、机制落实等三方面推动自身内涵式发展、一体化进程和整体能力的提升,为其全面振兴导航开路,灌注活力,规范秩序。
With China's higher education entering a new era,the development of higher education in Western China has entered into a new stage.However,due to the long-term constraints of regional and resource conditions,the problems of unbalanced development of higher education in China’s East and West,and inadequate development of higher education in the Western China are still aggravating.The lack of competitiveness of higher education in the Western China has seriously restricted its overall,coordinated and sustainable development.The overall revitalization of higher education in Western China is faced with multiple obstacles,such as the failure of the development of universities and disciplines,the imbalance of the supply structure of educational funds,and the improper order of talent introduction and flow.Based on the policy demands of the comprehensive revitalization plan,the future development of higher education in Western China should adhere to the core development concept of"more fair and more quality",promote the popularization process of higher education at a higher level with informatization,and construct a new pattern of higher education in Western China in line with the development of regional economy and society;from the perspective of practice,the future development of higher education in Western China should promote its own connotative development,integration process and overall ability through three aspects;policy guidance,system guarantee and mechanism implementation,so as to open the way for its comprehensive revitalization.
