摘要
着眼于传染病分类和预警两个问题,分析了国内传染病分类的现有规定及存在的问题,总结出缺少疑似传染病分类带来法律适用上的困难及监测上的不足。探究建立传染病预警的必要性,介绍了国内传染病预警现状及存在的问题。在此基础上提出立法建议,即完善传染病分类、补充新发不明原因“疑似传染病”专章规定;优化直报系统、完善多渠道疫情监测机制;提高传染病预警能力、完善传染病预警机制。
Focusing on the two issues of infectious disease classification and early warning.Firstly,analyzing the existing regulations and existing problems of the classification of infectious diseases in my country.Second,it is concluded that the lack of classification of suspected infectious diseases brings about difficulties in the application of laws and inadequate monitoring.Third,explore the necessity of establishing early warning of infectious diseases,and introduce the current situation and existing problems of early warning of infectious diseases.Put forward legislative suggestions on this basis.That is to improve the classification of infectious diseases,optimize the direct reporting system,and improve the multi-channel epidemic monitoring mechanism.Improve the early warning capability of infectious diseases and improve the early warning mechanism of infectious diseases.
