摘要
基于新生儿电子健康卡打通居民电子健康档案应用的全生命周期覆盖。通过构建院内信息集成平台和外联平台,实现院内数据和省、市居民电子健康档案数据平台的对接。结合住院分娩直报系统、预防接种系统、新生儿筛查系统、出生证明预约等系统,实现新生儿从出生开始的就诊信息关联,实现从门诊建档到扫码就诊,再到取药、输液、检验检查等诊疗全流程的一码通用,取消院内医卡通办理,取消无卡预约模式。以新生儿电子健康卡作为儿童出生后的第一张身份识别卡,弥补身份识别空白期,实现出生即有居民电子健康档案。结合出生医学证明电子证照的线上办理,为新生儿出生一件事通办联办打下基础。有效解决新生儿从出生至办理出生医学证明期间的数据交互和数据共享问题。
Based on the electronic health card of newborns,the life cycle coverage of residents’ electronic health records application was achieved.Through the construction of hospital information integration platform and external connection platform,the docking of hospital data and provincial and municipal residents’ electronic health records data platform is realized.Combined with in-hospital delivery direct reporting system,vaccination system,neonatal screening system,birth certificate appointment system and other systems,the information neonatal medical treatment from birth were associated.The whole process of diagnosis and treatment from outpatient filing to scanning code treatment,and then to the whole process of drug collection,infusion,inspection and inspection,etc.with one code is realized,canceling the hospital medical card processing and appointment mode.The electronic health card of the newborn is used as the first identification card of a child,it can fill in the blank period of identification and realize the electronic health record of residents at birth.Combined with the online application of electronic certificate of birth medical certificate,it lays a foundation for the joint effort of general affairs of newborns.It can effectively solve the data exchange and data sharing problem during the period from birth to medical certificate of birth.
