摘要
本文对《居民健康卡数据集》标准的定位、内容、特点、应用与展望等进行了较为全面的解读。首先,提出本标准是贯穿于居民健康卡制作、应用全过程的卡内数据读写规范,同时也是卫生信息标准的重要组成,在内容上与居民电子健康档案交叉借鉴并保持标准一致。其次,为支撑居民健康卡四大功能的实现,本标准规定了身份识别数据、卡识别数据、基础健康数据、管理数据等四大类卡内数据内容。标准从数据元目录、数据元值域代码表、数据存储编码规则及补齐规则三个方面进行严谨描述,覆盖了"业务—系统—卡存储"等有关读写过程。最后,分析了本标准与其他信息系统建设类标准的区别,以及后续继续完善卡读写各项规范的思路。通过本文解读,为卫生、IT、智能卡等行业人员理解、应用《居民健康卡数据集》提供参考。
This paper makes a more comprehensive interpretation of the health card dataset on the orientation, content, features, application and prospection. First, it presents that this standard is a regulation of reading and writing data, which runs through the production of the card and the whole process of application. Meanwhile this standard is an important part of the Health Information Standard. It also keeps consistent with EHR in content. Second, to realize the four major functions, this standard sets four major data content, which are identity recognition data, card identification data, basic health data and management data. This standard is described form the following three aspects：data element directory, data element code tables, and data encoding rules and complete rules, covering reading and writing processes like business-system-card storage. In the end, it analyses the difference between this standard and other standards on information system construction and outlines the idea to continue to improve the card reading and writing norms. Form the interpretation, it provides reference for those who are engaged in health, IT, IC card, and other people.
