摘要
随着海洋生态战略地位的不断提升,渤海海洋生态安全问题引起了国家有关管理部门和相关省市的高度重视。建设渤海海洋生态安全屏障的基本目标,在于有效解决我国环渤海地区经济社会发展与渤海海洋环境承载力的矛盾,实现海洋产业与海洋生态的协调发展,最终实现人与自然的和谐共生。建设渤海海洋生态安全屏障,急需突破以下几个问题:国内海洋环境治理理论体系的突破,国内海洋生态安全评估体系及评价的突破,构建新型海洋环境监测预警及决策机制的突破,完善海洋环境治理和生态修复机制的突破。主要政策措施包括:以建立“渤海海长制”为龙头,实现渤海管理的体制机制创新;建设智慧渤海信息系统,实现渤海海洋生态安全信息共享;建立协调联动平台,完善环渤海地区的协商共治机制;发挥市场配置海洋资源主导作用,实现海洋资源配置运行机制创新;以供给侧结构改革为动力,实现渤海海洋产业健康可持续发展。
With the continuous rise of the strategic status of marine ecology,marine ecological security issues in the Bohai Sea have attracted much attention from the relevant national administrative departments and relevant provinces and cities.The basic goal of building the marine ecological security barrier in the Bohai Sea is to effectively resolve the conflict between the economic and social development of the Bohai Rim region and the carrying capacity of the Bohai marine environment so as to achieve the coordinated development of the marine industry and marine ecology,and ultimately realize the harmonious coexistence of man and nature.To build the marine ecological security barrier in the Bohai Sea,it is urgent to solve the following issues:the breakthrough in the domestic marine environmental governance theoretical system,the breakthrough in the domestic marine ecological safety assessment system and evaluation,the breakthrough in building a new type of marine environment monitoring,early warning and decision-making mechanism,and the breakthrough in improving marine environment governance and ecological restoration mechanisms.The main policy measures include:taking the establishment of the system of“chief of the Bohai Sea”as a leading role to realize the innovation of Bohai management system;building a“smart Bohai Sea”information system to realize the sharing of Bohai marine ecological safety information;establishing a coordinated linkage platform to promote the consultation and co-governance mechanism in the Bohai Rim region;giving play to the leading role of the market in allocating marine resources to realize the innovation of the operation mechanism of marine resource allocation;with the supply-side structural reform as the driving force to achieve a healthy and sustainable development of the Bohai marine industry.
