摘要
目前国家高度重视标准国际化工作,国家“一带一路”倡议规划、“十三五”规划纲要、装备制造业标准化和质量提升规划等顶层文件均提出要加快中国标准“走出去”。卫星作为国家重大装备的重要组成部分,近年来也积极推动标准走出去。本文拟从介绍当前在国外航天领域认可度高、影响范围广的宇航项目标准现状入手,分析其特点,同时梳理总结我国目前卫星领域标准化工作现状,以及我国卫星标准在对外合作过程中实施与应用的现状、存在的问题与需求,提出我国卫星领域标准走出去的建议。
At present,China attaches great importance to standardization.The national plans such as the“Belt and Road”Initiative,the“13th Five-Year Plan”,as well as the equipment manufacturing standardization and quality improvement plan all propose to accelerate the“going global”of Chinese standards.Satellite is an important part of the national major equipment,and the satellite industry has also actively promoted the strategy of going global in recent years.This paper introduces the widely recognized foreign aerospace project standards,and analyzes their characteristics.Meanwhile,it summarizes the current status of satellite standardization work in China and the application of China’s satellite standards in foreign cooperation.To address the existing problems and demands,this paper puts forward suggestions on China’s satellite standards going global.
