摘要
[目的/意义]创新驱动发展战略成效显著,引领中国制造业向全球价值链的高端攀升。然而,发达经济体重启再工业化战略,全球价值链进入调整期,中国制造业发展的外部环境不确定性风险剧增。[方法/过程]通过分析、案例研究,归纳演绎发达经济体为重塑全球价值链的优势地位,阻碍中国制造业的有效攀升,开展的立体式的施压路径。[结果/结论]“链主施压(全球价值链主导国施压)”导致中国制造业面临来自“战略、规则、产业、科技、市场”的全方位压力,制造业攀升遭遇前所未有的风险。为有效应对“链主施压”,中国应从总体国家安全的战略高度,防范制造业的攀升风险,建构产业安全体系,维护总体国家安全。同时,中国应适时调整全球价值链战略,通过共建区域价值链,培育“规则、产业、科技、市场”四位一体的制造业攀升路径,有效规避和突破“链主”的围追堵截。
[Purpose/Significance]Innovation driven development strategy has achieved remarkable results,leading China's manufacturing industry to the high end of the Global Value Chains.However,Developed Economies restart the strategy of Re-industrialization,the Global Value Chain has entered the adjustment period,and the external environment uncertainty risk of China's manufacturing industry has increased sharply.[Method/Process]Through text analysis and case study,this paper summarizes and deduces the three-dimensional pressure path of Developed Economies in order to reshape the dominant position of global value chain and hinder the effective climbing of China's manufacturing industry.[Result/Conclusion]The"pressure from chain leading countries"leads to all-round pressure from"strategy,rules,industry,science and technology,and market",and the rise of manufacturing industry encounters unprecedented risks.In order to effectively deal with the suppression,China should prevent the rising risk of manufacturing industry from the strategic height of overall national security,construct the industrial security system,and maintain the national security.At the same time,China should timely adjust the strategy of Global Value Chains,cultivate the"rule,industry,science and technology,market"four in one manufacturing climbing path by building Regional Value Chains,so as to effectively avoid and break through the encirclement and blocking.
