山东省大气环境效率时空分异与影响因素分析——基于超效率SBM模型和GML指数 被引量:13

摘要 大气环境效率是反映区域大气环境治理综合绩效水平的重要指标。基于山东省17个地市的投入、产出与PM2.5年均浓度数据,采用考虑非期望产出的超效率SBM模型,测算了山东省17个地市2007—2017年各年份的大气环境效率值,基于GML指数和泰尔指数对其时空分异特征进行了分析。结果表明:山东省大气环境效率总体处于中等效率水平,半岛地区大气环境效率水平提升较快;技术进步是山东省大气环境效率提升的主要因素;大气环境效率总体差异以地区内部差异为主,但地区之间的差异呈上升趋势;经济发展、科技创新、人口密度对山东省大气环境效率有显著的正效应,城镇化、对外开放有显著的负效应,产业结构和信息化的影响不显著。 Atmospheric environment efficiency is an important indicator reflecting the comprehensive performance level of regional atmospheric environmental governance.Based on the input,output and PM2.5 annual average concentration data of 17 cities in Shandong,Super-SBM model considering unexpected outputs was used to calculate the atmospheric environmental efficiency of 17 cities in Shandong from 2007 to 2017,and the temporal and spatial characteristics were analyzed by using GML index and Theil index.The results show that the atmospheric environmental efficiency of Shandong is in the middle level as a whole.The improvement of atmospheric environmental efficiency in peninsula area is relatively fast.Technological progress is the main factor to improve the atmospheric environment efficiency in Shandong.The overall difference of atmospheric environmental efficiency is mainly internal difference,but the difference between regions is on the rise.Economic development,scientific and technological innovation and population density have significant positive effects,urbanization and opening up have significant negative effects,while industrial structure and informationization have no significant impact on the atmospheric environmental efficiency of Shandong.
