中国减污降碳效率测度及影响因素研究——基于超效率SBM-Tobit模型 被引量:2

摘要 推动减污降碳协同增效,需要综合考量我国减污降碳效率及其影响因素。论文通过构建减污降碳指标体系,基于超效率SBM和Tobit的研究方法以及2010—2019年我国省级面板数据,对30个省份的减污降碳效率进行测算,并分析影响减污降碳效率的因素。结果表明:(1)在研究期内我国减污降碳效率时序上呈现较为平稳的波动,减污降碳整体效率不高,仍有较大的提升空间;(2)减污降碳效率空间上呈现“东部—中部—西部”阶梯式递减的异质性特征;(3)产业结构升级水平、人均GDP、专利授权数、地方性法规政策数量在1%水平下显著提高减污降碳效率;单位能耗在1%水平下对减污降碳效率具有显著的抑制作用;污染治理投资占比对减污降碳效率的影响并不显著。 In order to promote the synergistic effect of reducing air pollution and carbon,it is necessary to comprehensively consider ralevant effciency and influencing factors.Based on China's provincial panel data from 2010 to 2019,this paper constructs an efficiency evaluation index system of pollution and carbon reduction efficiency.The Super SBM model is applied to measure the provincial efficiency of pollution and carbon reduction.Furtherly,the key factors for air pollution and carbon reduction efficiency are explored by using the Tobit model.The findings are as follows:(1)During the study period,the efficiency of pollution and carbon reduction has shown a relatively stable fluctuation,and the overall effciency is not high.The average efficiency value is between 0.41 and 0.46,and it means that there is much room for improvement.(2)From the perspective of spatial difference,the efficiency of reducing pollution and reducing carbon has presented a heterogeneity characteristic of a downward trend from the East to the Central Part and to the West.(3)The level of pollution and carbon reduction efficiency at 1%confidence level can be significantly promoted when the level of upgraded industrial structures,per capita GDP,the numbers of authorized patents and the numbers of local policies and laws are considered.Unit energic consumption has a significant inhibitory effect on efficiency of pollution and carbon reduction at 1%statistical level,while the proportion of investment in pollution control has no significant effect on the effciency.
