摘要
采用熵权-TOPSIS与超效率全局SBM-GML指数从环境质量、生态效率、绿色全要素生产率三个维度对2011~2016年长江经济带生态环境绩效进行全面评估。结果表明:长江经济带生态环境绩效呈上升态势,优于全国平均水平;内部分异显著,下游地区、上游地区、中游地区生态环境绩效逐次递减;环境绩效与经济发展水平呈正相关关系,上海、重庆、江苏、浙江四省市引领长江经济带绿色发展。进一步提升长江经济带生态环境绩效,必须加强环境污染治理,维护生物多样性,培育产业绿色发展新动能,建立负面清单管理制度,完善环境联防联控机制,推进生态补偿制度。
This paper carries out a comprehensive evaluation on the Yangtze River Economic Belt ＇s（YREB＇s）environmental performance in the aspects of environmental quality, ecological efficiency, green total factor productivity by the Entropy-TOPSIS Method and the Super Global SBM-GML Index Model from 2011 to 2016. The results suggest, the YREB＇s environmental performance takes on an ascending trend, which is better than the national average level, the difference between the YREB＇s inner parts＇ environmental performance is obvious, which means the lower reach＇s, the upper reach＇s and the middle reach＇s decrease gradually, there is a positive relationship between environmental performance and economic development that the Shanghai, Chongqing, Jiangsu,Zhejiang lead the trend of the YREB＇s green development. To improve the environmental performance furthermore,we must strengthen the environmental pollution abatement, maintain the biodiversity, cultivate the new power for industry＇s green development, establish the negative-list for environmental protection, perfect the mechanism for joint pollution prevention and control, put the ecological compensation system into practice.
