长三角城市群大气环境效率时空分异研究 被引量:2

Study on the Spatio-temporal Differentiation of Air Environmental Efficiency in Yangtze River Delta Urban Agglomeration

摘要 城市群大气环境效率的科学测度,是实现节能减霾和区域绿色高质量发展的重要前提条件。该文以2012-2020年长三角城市群为研究对象,利用三阶段DEA模型和Malmquist指数,从静动态两个角度测算大气环境效率,分析时空分异特征。研究发现:长三角城市群大气环境效率仍有提升空间,其中纯技术效率是导致效率整体偏低的主要因素;省域大气环境效率差异明显,上海最高而安徽最低;以效率均值为临界点,城市群可归类于“高-高-高”、“高-低-高”、“低-低-高”、“低-高-低”、“低-低-低”5种类型;研究期内大气环境全要素生产率呈现逐步增长趋势,其中技术进步起到了最主要促进作用。在此基础上,对于如何更好提升长三角城市群乃至全国大气环境治理水平,作者提出系列对策建议。 The scientific measurement of atmospheric environmental efficiency of urban agglomeration is an important prerequisite for energy conservation and haze reduction and regional green high-quality development.Taking the Yangtze River Delta urban agglomeration from 2012 to 2020 as the research object,the air environmental efficiency was calculated by three-stage DEA model and Malmquist index from the static and dynamic perspectives.Then the spatio-temporal differentiation characteristics of air environmental efficiency were analyzed.The results showed that pure technical efficiency was the main factor that improved the air environmental efficiency in the Yangtze River Delta urban agglomeration.There were obvious differences in air environmental efficiency among provinces,among which Shanghai had the highest air environmental efficiency,and Anhui was the lowest.Taking the average efficiency as the critical point,the urban agglomerations could be subdivided into the high-high-high,the high-low-high,the low-low-high,the low-high-low,and the lowlow-low.The total factor productivity of air environment showed a gradual growth trend,and technological progress played the most important role during the study period.On this basis,this paper put forward countermeasures and suggestions to improve the level of air environmental governance in the Yangtze River Delta urban agglomeration and the country.
