摘要 文中在深入分析研究大型高科技央企集团的内在特征和发展规律的基础上,基于业务形态、组织结构和政策空间构建"三维立体"综合评估匹配方法,打造股权、分红权与科技成果转化相结合的中长期激励组合,构建企业级、业务级、项目级"三级"立体式激励体系,以系统的方法推进实施大型高科技央企集团的中长期激励管理,推进"大众创业、万众创新"在国有高科技集团中落地生根。 By in-depth analysis and study of the internal characteristics and development laws of large high-tech central enterprise groups,firstly a"three-dimensional"comprehensive evaluation and matching method is constructed based on business form,organizational structure and policy space;secondly,a medium and long term incentive combination with equity,dividend rights and the commercialization of scientific and technological achievements is created;finally,a three-level incentive system at enterprise,business,and project levels is built.The aim is to systematically promote the implementation of medium and long term incentive management and accelerate establishment of"mass entrepreneurship and innovation"in large high-tech central enterprise groups.
