摘要
日本一贯重视对非洲经济外交,其中重要的抓手就是“非洲发展国际会议”(TICAD)。从2016年内罗毕会议(TICADⅥ)到2019年横滨会议(TICAD 7),日本对非洲经济外交政策新一轮调整经历了由初现端倪到基本定格的转变。从地缘视角来看,日本对非洲外交由关注非洲“一点”延展为从日本本土经过太平洋、印度洋到达非洲大陆的“一线”;从政经视角观察,则由主要表现为通过政府开发援助的经济外交向全方位关系拓展。日本调整对非经济外交政策,既体现了日本政府根据国内政治经济形势扬长避短巩固日本在非洲经济利益的内在诉求,也体现了日本迎合美国战略调整并且共同牵制中国在非洲不断增强的影响力的外部需要。
Japan has always attached importance to its economic diplomacy with Africa,and the important starting point is the Tokyo International Conference on African Development(TICAD).From the Nairobi Conference(TICADⅥ)in 2016 to the Yokohama Conference(TICAD 7)in 2019,the new round of adjustment of Japan's economic and foreign policy towards Africa has undergone a transition from initial appearance to basic freeze.Japan's diplomacy towards Africa has been extended from paying attention to Africa's"one point"by geographical concept to reaching the African continent from Japan through the Pa-cific Ocean and the Indian Ocean.From the perspective of politics and economics,economic diplomacy,which is mainly represented by government development assistance,expands to all-round relations.Ja-pan's adjustment of its foreign policy towards Africa not only reflects the Japanese government's internal ap-peal of strengthening Japan's economic interests in Africa according to the domestic political and economic situation,but also meets the needs of the United States'strategic adjustment in response to the internation-al changes and jointly restrains China's increasing influence in Africa.
