摘要
近年来,日本对非洲基础设施投资进入了战略性推进的新时期。日本对非基建投资在地区分布上呈现出高度聚集性,投资重心逐步由社会基础设施向经济基础设施转变,主要集中在运输储存和能源等领域。日本开拓非洲基础设施市场,既有拉动国内经济增长等经济动因,也有借此进一步巩固和发展对非洲外交、扩大国际影响力等战略意图。为了在竞争中占据优势,日本注重加强顶层设计和制度建设,塑造了“高质量基础设施”这一价值主张。日本对非基建投资在机制建设、品牌形象建立等方面取得了一定的成效,但也面临着资金不足、外部竞争压力加大等诸多挑战。
In recent years,Japan is now rolling out its infrastructure investment in Africa in a strategic manner.Japan's infrastructure investment in Africa is highly concentrated on certain regions of the Continent,and its priority is gradually shifting away from social infrastructure to economic infrastructure,with a focus on transportation,storage,energy and other fields.Japan's bid to carve out a greater share of the infrastructure market in Africa is driven not only by Japan's calculation to stimulate higher economic growth at home,but also by Japan's strategic intention of further consolidating and developing its diplomatic ties with Africa and expanding its international sphere of influence.In order to gain a competitive edge,Japan makes much of enhancing top-level design and mechanism buliding,and has proposed a value initiative of"quality infrastructure".Japan's infrastructure investment in Africa,while having made some headway in terms of mechanism formulating and brand image building in the Continent,faces many challenges such as scarcity of capital and mounting competition from other countries.
