摘要
指出了西藏自治区通过开展森林督查工作,切实加大了对破坏森林资源违法行为的发现、查处和整改,有效遏制了破坏森林资源违法行为的发生。同时要求各地、市林草主管部门切实加强林草资源监管和服务工作。山南市林草部门以提高林草资源监管服务的针对性、实效性为原则,积极为业主服务,有效遏制了违法使用林地现象,违法使用林地督导整改工作取得显著成效,但也存在部分问题。以山南市2018年森林督查整改情况为例,探究了山南市在林草资源监管和服务中存在的问题,提出了改进建议。
Through the work of forest supervision and inspection,the Tibet Autonomous Region has effectively increased the detection,investigation and rectification of illegal acts of destroying forest resources.Therefore,the occurrence of illegal acts of destroying forest resources is effectively curbed.At the same time,local and municipal departments are required to effectively strengthen the supervision and service of forest and grass resources.The Forestry and Grassland Department of Shannan City takes“improving the pertinence and effectiveness of the forest and grass resources supervision service”as the principle to actively serve the owner.Therefore,the illegal use of forest resources phenomenon is effectively curbed,and the illegal use of forest resources supervision and rectification work has achieved remarkable results,but there are also some problems.Taking forest supervision and rectification of Shannan City in 2018 as an example,this paper briefly discusses the problems and suggestions for improvement in forest and grass resources supervision and service in Shannan City.
