摘要
作为一项公共政策工具,贸易调整援助具有助力企业复工复产、提高资源配置效率、保障本国工人就业、促进国民经济稳定增长等功能,对推动贸易自由化的顺利实施和经济全球化的稳妥发展具有重要意义。在新冠肺炎疫情全球性暴发背景下,可进一步挖掘贸易调整援助的潜在制度价值,探索具体援助措施并论证其合规性,充分发挥其价值。就制度的基本理念而言,贸易调整援助侧重于通过对因市场失灵而受损的企业生产者及失业员工提供有针对性的援助措施,发挥政府在贸易利益再分配中的积极作用,促进国内产业和企业的结构性调整,帮助受损产业和企业的工人重新就业。
As a public policy tool,trade adjustment assistance is beneficial for the restoration of enterprises to operate and product,which may improve the efficiency of resource allocation,ensure the employment of domestic workers,and promote the stable increase of national economy,playing an important role in the implementation of trade liberalization and economic globalization.Under the background of the COVID-19 pandemic,it is necessary to make full use of the potential value of trade adjustment assistance,explore concrete measures and demonstrate its compliance.As for the basic rationale,trade adjustment assistance focuses on typical assistance policies towards industries,enterprises and workers who suffered loss as a result of market failure,and the government may play an active role in the redistribution of trade interest,in order to promote the structural adjustment of domestic industries and enterprises and help those damaged companies to reform and unemployed workers to be reemployed.
