摘要
现行国际经济秩序具有明显的自由主义特征;从历史演进看,西方强国为维护本国利益会阶段性地从自由主义偏向保护主义,但长期来看自由主义仍是国际经济秩序的主要基调。当前美国对自由主义国际经济秩序的偏离具有矛盾性,表现为在全球发起贸易争端的同时也在积极寻求新的经贸合作,其实质是在政治周期、新兴国家崛起、发展环境变化等多种因素综合作用下寻求利益再平衡。在此背景下,中美贸易摩擦将是一个长期反复的过程,而且新冠肺炎疫情的全球爆发进一步加剧了中美经贸关系的不确定性。未来世界经济将呈现多元化、多层化和复合化的格局,面对复杂的国际经济形势,中国不仅要积极应对中美贸易摩擦,还应对国际经济秩序作出顶层设计,贡献中国方案在多边经贸体系框架下,以构建“人类命运共同体”为发展理念,以“一带一路”建设为实践基础,积极维护世界经济的稳定运行,并通过国际贸易和金融体系改革推动国际经济秩序向合作共赢升级。
Current international economic order expresses obvious liberalism feature,from the perspective of historic evolution,strong western countries will periodically prefer the protectionism from the liberalism in order to protect their own interests,however,from long-run,the liberalism will still be the keynote of international economic order.Presently,that the United States deviates from international economic order of liberalism is contradicting,it shows that the United States is actively seeking new economic and trade cooperation while initiating trade disputes in the world,and its essence is to rebalance the interests under the action of the comprehensive factors such as political cycle,the rise of emerging countries,the change of development environment and so on.Under this background,the Sino-US trade friction will be a long-term repeated process,furthermore,the global COVID-19 epidemic further aggravates the uncertainty of Sino-US economic and trade relation.Future global economy will demonstrate pluralistic,multi-layer and compound pattern.Facing complex international economic situation,China should not only deal with Sino-US trade friction but also make top design for international economic order,make China’s plan,actively maintain the stable operation of global economy under multilateral framework of economic and trade system by taking“community of human destiny”as development concept and by taking the construction of“the Belt and Road”as practical basis,and boost the upgrading of international economic order toward cooperation and win-win through the reform of international trade and financial system.
