摘要
西方新制度经济学难以解释中国持续36年GDP人均年增长9%的“经济增长之谜”的现实表明,制度质量评价中的标准问题直得被探讨,组织内制度体系建设离不开评价标准的引导与促进。制度评价标准是衡量组织制度体系建设质量的关键,制度体系实施的效能比制度体系质量的评价更为重要。制度评价标准研究的核心在于揭示组织制度体系建设的效能。在组织制度体系建设效能的评价标准体系中,包括执行效果、自我完善、科学成熟与法理依据等四个维度。按照四个评价维度的标准,建议各级主管部门要加强对于下属单位制度体系的审查;各级组织与单位在制度设计与实践中,要注意走群众路线,注意制度之间的协同作用、落实制度执行机构与人员的责任,注意制度监督机制与开发机制的配套,关注组织制度体系执行中的实效性、实施之后的满意度、变化度与促进性。
Based on the fact that Western new institutional economics finds it difficult to explain the“economic growth puzzle”of China’s GDP per capita growth of 9% for 36 successive years,the present author put forward the problem about the standard in the institutional qualitative evaluation.It is believed that the institutional construction within an organization cannot be separated from the guidance and promotion of evaluation standards.The institutional evaluation standard is the key to measuring the quality of the organizational institutional system,and the effectiveness of the institutional system implementation is more important than the qualitative evaluation of the institutional system.The core of the research on the institutional evaluation standard is to reveal the effectiveness of the organizational institutional system.In the system of the evaluation standard for the effectiveness of the construction of the organizational institutional system,there are such four dimensions as implementation effect,self-improvement,scientific maturity and legal basis.According to the standards of the four evaluation dimensions,it is suggested that the competent authorities at all levels should strengthen the examination of the institutional system of their subordinate units.In the institutional design and practice,the organizations and units at all levels should pay attention to the mass line,pay attention to the synergy between various institutions,have the responsibilities of the institutional executive agencies and personnel implemented,pay attention to the matching of the supervision mechanism and the development mechanism,and pay attention to the actual effect in the implementation of the organizational institutional system,and also to the degree of satisfaction,the extent of change,and the promotiveness after its implementation.
