摘要
在公共危机管理视角下,网络民粹主义的本质特征集中体现在其价值诉求、思维方式和行为方式等方面,影响着危机管理活动的开展。网络民粹主义有其积极作用,但其消极作用却占据了主流。它会以所谓的民意干扰公共危机管理活动过程;宣扬的反智主义会消解公共危机管理主体的权威,造成无政府主义态势;打着民意审判的旗帜,冲击司法的独立性;以极端非理性的方式来胁迫或操控公共危机管理活动的开展等。规避网络民粹主义消极作用,需要不断完善公共危机管理体系,提升危机管理活动的正面形象,有效遏制网络民粹主义的蔓延;加强民主化、法制化、规范化建设,加强对网络民粹主义的规制,持续推进网络治理;引导广大网民树立理性观,阻断非理性情绪在网络中的蔓延,净化网络环境。
From the special perspective of public crisis management,the essential characteristics of network populism are concentrated in its value appeals,ways of thinking and behaviors,which affect the development of crisis management activities.Network populism has its positive effects,but its negative effects dominate the mainstream.It will interfere with the process of public crisis management activities with so-called public opinion,and the anti-intellectualism it promoted will dispel the authority of the public crisis management,resulting in an anarchist situation.It will also impact on the independence of the judiciary with the banner of public opinion trial and coerce or manipulate the development of public crisis management activities in an extremely irrational way.To avoid the harmful governance of network populism,we need to constantly improve the public crisis management system and enhance the positive image of crisis management activities to curb the spread of network populism.Besides,by strengthening the democratization,legalization,and standardization,we should strengthen the regulation of network populism and continue to promote network governance.At the same time,we need to guide the majority of netizens to establish a rational view and block the spread of irrational emotions in the network to purify the network environment.
