摘要
随着我国政治经济的高速发展,政府决策环境中的不确定因素逐渐增多,公共危机产生的风险不断加大,将公众纳入公共危机管理体系具有必要性。公众参与公共危机管理是公众公权力的回归,体现出“以人为本”的理念,有利于降低基层政府的公共危机管理压力,提升整体公共危机管理效果。客观而言,公众参与公共危机管理需要完善的制度作支撑,否则容易出现一些失范行为,影响公共危机管理工作的有序开展。由此可见,公共危机管理过程中的公众参与行为有利有弊,需要合理引导,科学规范,以此发挥公众参与行为的最大效能。
With the rapid development of Chinese political economy,uncertain factors in the government’s decision-making procedure have gradually increased,and the risk of public crisis has continued to increase.It is necessary to include the public in the public crisis management system.As far as public participation in public crisis management is concerned,it is a reflection of public power and concept of“people-oriented”,which is conducive to reducing the public crisis management pressure of the grassroots government and improving the overall public crisis management efficiency.Objectively speaking,public participation in public crisis management needs to be supported by a sound system,otherwise some anomie behaviors will easily occur,which will affect the orderly development of public crisis management.It can be seen that the public participation behavior in the process of public crisis management has pros and cons.We need reasonable guidance and scientific standardization in order to maximize the effectiveness of public participation behavior.
