摘要
矿产资源储量是全民所有的实物性资源资产,也是矿业企业持有使用权的核心资产。随着我国矿业国际化程度不断提高,矿业行业对外合作不断增加,我国矿资产在境外上市情况不断增多,因此通过实例开展境内外矿产资源量对比分析研究,理解和掌握境内外各类别矿产资源量的异同点,对我国矿业国际化十分重要。河北省蔡家营锌矿采矿权归属境内外合作公司,公司按照JORC规则对矿产资源量进行估算,并在境外资本市场公开披露了相关信息,同时按我国相关标准规范估算了资源量并评审备案。本文以蔡家营锌矿为例,选取蔡家营锌矿Ⅱ矿带2012年资源量、Ⅲ矿带1300~1400 m标高范围内境内外估算的资源量,以相同控制程度和估算范围为前提,对矿产资源量和决定资源量数量及类别的圈矿指标、矿体圈连以及资源量类别划分依据等方面进行对比,分析产生差异的原因,提出建议,为建立我国相关规则与境外通用技术规则对接提供实证。
Mineral resources and reserves are all physical assets owned by the whole people,and are also the core assets of mining enterprises holding the rights to use.With the continuous improvement of the internationalization of China s mining industry,the increasing cooperation between the mining industry and foreign countries,and the increasing listing of China s mining assets abroad,it is very important for China s mining internationalization to carry out comparative analysis and study of domestic and foreign mineral resources through examples,understand and grasp the similarities and differences of various types of mineral resources at home and abroad.The mining rights of Caijiaying zinc mine in Hebei province belongs to the domestic and foreign cooperative company.The company estimates the amount of mineral resources according to JORC code,discloses relevant information publicly in the overseas capital market,and estimates the resources according to the relevant standards and norms of our country and evaluates and files them.Taking Caijiaying zinc mine as an example,this paper chooses the resources of Caijiaying zinc mineⅡzone in 2012 and the estimated resources at home and abroad in the elevation range of 1300-1400 m inⅢzone.On the premise of the same control degree and estimation range,it compares the quantity of mineral resources and cut-off grade,the circle connection of ore bodies and the classification basis of resources,and analyses the differences.The reasons put forward some opinions and suggestions to provide empirical evidence for the establishment of docking between China s relevant rules and overseas general technical codes.
