澳大利亚JORC资源/储量分类标准与中国及俄罗斯分类标准的对比及意义 被引量:7

摘要 为践行国家"一带一路"战略,加快中国矿业企业的国际化步伐,在全球范围内配置优质资源,规避海外并购的资源风险,完善国家矿产资源/储量分类标准,使之被广泛接受。阐述了中国、俄罗斯及澳大利亚JORC矿产资源/储量分类标准,介绍了俄罗斯各类别储量的可靠程度,分析了中西方资源/储量分类标准的差异、优点和不足,并将JORC标准、俄罗斯资源/储量分类标准和中国标准在地质可靠程度上进行了对应。分析表明:三类资源/储量分类标准既有共同之处,又差别明显,中国资源/储量分类标准有必要吸取国外分类标准的优点,与国际接轨;其意义是既有利于实现国家战略,提高企业的国际化水平,又能提升整个地质行业的发展水平,适应社会经济发展。 To implement the national "Belt and Road" strategy, accelerate internationalization of Chma's miningenterprises,allocate quality resources in global scope, avoid the resource risks in overseas merger and aequisiton process, and improve the classification criteria of national mineral resources/reserves to make them widely accepled by outside world, this paper describes the classification criteria of JORC mineral resources/reserve in China,Russia and Australia, introduces the reliability of various types of reserves in Russia, analyzes the differences, advantages and dis- advantages of the above mentioned resources/reserves classification standards, and corresponds the Russian resources/ reserves classification standards to the Chinese standard in terms of geological reliability. Practice has proved that the three categories of resources/reserves classification standards have things in common ,while the difference is obvious. China resources/reserves classification standard needs to absorb the advantages of foreign classification standards to be in line with international standards, which is conducive to the implementation of national strategy ,not only improves the level of internationalization of enterprises, but also upgrades the development level of the geological industry as a whole, and makes it adapt to social and economic development.
