摘要
高质量发展已经成为新时代引领中国区域发展的新理念和新目标。本文基于中国2008-2017年省际面板数据,运用熵值法系统测度高质量发展背景下区域发展质量水平,并将环境规制异质门槛纳入区域发展质量的影响机理框架,通过构建非线性动态门槛模型,考察地区不同环境规制门槛下雾霾污染对区域发展质量的影响。研究发现:当前区域发展质量整体水平仍然较低,存在较大发展空间,且地区异质性显著。雾霾污染对区域发展质量作用呈现出显著的环境规制异质门槛效应,较低环境规制显著抑制了区域发展质量提升,高强度环境规制有利于发挥长效治理效应约束雾霾污染,进而推动区域发展质量水平提升。本文结论为探索区域经济高质量发展的实现机制、长效治理与生态文明建设提供了有效参考。
High-quality development has become a new concept and new goal leading the development of China's region in the new era.Based on China's inter-provincial panel data from 2008 to 2017,the entropy method is used to measure the regional development quality level in the context of high-quality development,and the environmental regulation heterogeneity threshold is included in the framework of the regional development quality impact mechanism.We investigate the heterogeneous impact of smog pollution on regional development quality under different environmental regulatory thresholds in the region.The study found that the current overall level of regional development quality is still low,there is more room for development,and regional heterogeneity is significant.The effect of haze pollution on regional development quality presents a significant heterogeneous threshold effect of environmental regulation.Lower environmental regulation significantly inhibits the improvement of regional development quality.High-intensity environmental regulation is conducive to exerting long-term governance effects to restrain smog pollution and promote regional development,and the level of development quality has improved.The study provides an effective reference for exploring the realization mechanism,long-term governance and ecological civilization safety of high-quality regional economic development.
