摘要
文章基于文献梳理和实地调研相结合的方法,系统探讨了新型冠状病毒疫情常态化背景下,农产品批发市场抗疫中存在的问题,并提出提升其抗疫能力的对策建议。认为农产品批发市场是我国最为重要的农产品流通渠道,在未来仍将发挥着不可替代的农产品保障作用,但是在抗疫中存在私人属性追求利益最大化与保护公众利益的矛盾,表现为批发市场管理主体抗疫积极性不高、管理制度和基础建设不完善等问题有待解决。建议围绕减少人员流动,改善市场整体环境,从改善批发市场管理制度入手设立政府主导的防疫制度、进场资格限制制度、场内限时交易制度、进场预约交易制度和网络批发交易平台,同时从提升抗疫动力的角度,加快农产品批发市场的法制化建设,完善公益性农产品批发市场管理制度和提升农产品供应链的标准化水平。
This article is based on a combination of literature review and field research, systematically discusses the problems of thenew COVID-19 virus epidemic normalization in Beijing, the combating epidemic problems in agricultural products wholesalemarket, and puts forward countermeasures to improve the condition. Considering that the wholesale market is the most importantcirculation channel in our country and will continue to play an irreplaceable role in the security of agricultural products in the fu-ture, however, in the combating epidemic situation, there is a contradiction between pursuit of maximization of private attributesand the protection of public interests. It is manifested that the management of the wholesale market has low enthusiasm for combat-ing epidemic, and imperfect management systems and infrastructure. It is recommended to reduce the flow of people and improvethe overall market environment, staring from the improvement of the wholesales market systems, establishment of a government-ledepidemic prevention system, restriction on entry qualification system, time-limitation for on-site trading system, reservation foron-site trading system, and setting up a wholesale trading online platform. At the same time, from the perspective of improving theepidemic combat power, legalization of agricultural product wholesale market should speed up, the management system for a publicagricultural products wholesale market requires refinement, and the standardization level of the agricultural product supply chainneeds upgrade.
