摘要
党的监督保障法规制度是中国共产党党内法规制度体系的重要组成部分,是特定党组织经程序制定的用于对党组织工作、活动和党员行为进行监督、奖惩、保障的行为规范。党的监督保障法规制度主要包括约束性法规、激励性法规和保障性法规三个方面,具体可分为监督、审查、处理、奖励荣誉、权利保障、工作保障六个子类。其价值在于使党内法规制度体系建设更加系统和完善,为全面从严治党提供制度支撑,为激发党内活力和激励干部作为提供制度保障,为党内法规与国家法律提供制度衔接。
Rules and regulations of Party’s supervision and guarantee is an important part of the system of internal Party regulations.It is the code of conduct formulated by specific party organizations to supervise,reward,punish and guarantee the work and activities of Party organizations and Party members.It mainly includes binding,incentive and safeguard regulations,which can be divided into six sub-categories:supervision,investigation,punishment,reward,rights protection and work security.Its value lies in making the system construction of the Party regulations more systematic and perfect,providing system support for the comprehensive strict Party self-governance,providing system guarantee for stimulating the vitality of the Party and stimulating cadres as a system guarantee,and providing institutional convergence between the Party regulations and national laws.
