摘要
依规治党不仅是深入推进党的自我革命的重要方法,也是全面从严治党的治本之策,还是实现国家治理现代化的根本保障。面对“两个大局”深入发展的国内外环境和“第二个百年”奋斗目标的艰巨任务,依规治党还存在不少亟需改进的问题。在新时代新征程上,党中央要以涵养党内法治文化为抓手,进一步提高广大党员干部的党规修养;以增强完备性为基础,构建科学的党内法规体系;以加强执行力建设为核心,多措并举提升党内法规的执行力度;以加强对权力的制约为关键环节,构建统一指挥、覆盖全面、权威高效的监督体系;以党规与国法的衔接联动为重要依托,构建二者相辅相成、相互促进、相互保障的制度格局。
Rule based governance of the Party is not only an important method for deepening the Party's self-revolution,but also a fundamental strategy for comprehensively and strictly governing the Party.At the same time,it is also the fundamental guarantee for achieving modernization of national governance.Faced with the international and domestic environment of the deepening development of the“two overall situations”and the arduous task of building the“second centenary”goal,there are still many urgent problems that need to be improved in governing the Party according to regulations.In the new era and new journey,we should take the cultivation of the rule of law culture within the party as the starting point,and further improve the party rules and regulations of the vast number of party members and cadres;based on enhancing completeness and systematicity,we should build a sound and scientific system of party regulations;taking strengthening the construction of execution capacity as the core,we should take multiple measures to enhance the implementation of party regulations;with strengthening the constraint and supervision of power as the key link;we should build an authoritative and efficient supervision system of unified command and comprehensive coverage;based on the important linkage between Party rules and national laws,we should aim to construct a system pattern where the two complement,promote,and safeguard each other.
