论科技体制在国家治理体系中的地位与作用 被引量:4

On the Position and Function of Science and Technology System in National Governance System

摘要 科技体制在国家治理体系中占有十分重要的地位,是支撑现代国家治理的重要基础。在现代国家,科技与国家的相互依赖性不断增强。新中国成立之后,经过不同历史时期的艰苦探索和努力,我国的科技体制从初创到成长再到逐步成熟,其在国家治理中的作用日益得到体现。按照党的十九届四中全会提出的推进国家治理体系和治理能力现代化的要求,科技体制的改革和发展又提出了新的课题和新的任务。要根据十九届四中全会的精神,积极推进科技体制的改革,以形塑一个适应国家治理体系和治理能力现代化的科技体制,一个符合科技发展规律的科技体制,一个多元格局协力共进、有效促进科技发展的科技体制。 The scientific and technological system plays a very important role in the national governance system,and it is an important foundation for supporting modern national governance.In modern countries,the interdependence between science&technology and the country is constantly increasing.After the founding of New China,after arduous exploration and hard work in different historical periods,China's scientific and technological system has gradually become more and more prominent from the start-up to growth and gradual maturity.In accordance with the requirements put forward by the Fourth Plenary Session of the Nineteenth CPC Central Committee of China to promote the modernization of the national governance system and governance capability,the reform and development of the scientific and technological system has raised new topics and new tasks.In accordance with the spirit of the Fourth Plenary Session of the Nineteenth CPC Central Committee,we must actively promote the reform of the scientific and technological system to shape and adapt to the modernization of the national governance system and governance capabilities,that conforms to the regulations of scientific and technological development,with a pluralistic pattern of concerted efforts.Thus China will built a scientific and technological system that effectively promotes the development of science and technology.
