摘要
科技创新的新型举国体制是发挥我国制度优势、实现科技自立自强和建设现代科技强国的战略保障。社会主义市场经济条件下,科技创新的新型举国体制既传承了传统举国体制"集中力量办大事"的内核,又在力量、方式、导向三方面有所不同,增加了多元化的"市场力量"和可统筹的"外部力量";"政府主导"转向"政策引导";"产品导向"转向"商品导向"。科技新型举国体制遵循的理论逻辑是市场的决定性作用和政府作用的更好发挥;举国体制在美国、英国、德国、日本等国家创新实践中普遍存在但模式各异。发挥我国科技创新新型举国体制优势需要处理好几个关系:政府作用与市场机制协同配合;治理体系与创新体系双轮驱动;体制改革与模式转型同步推进;国际合作与自立自强相互促进。
The new national system of science and technology innovation is a strategic guarantee to give full play to the advantages of our system,realize the self-reliance and self-improvement of science and technology,and build a modern scientific and technological power.Under the conditions of socialist market economy,the new national system of science and technology innovation not only inherits the kernel of the traditional national system of"centralizing power to do great things",but also differs in three aspects:power,mode and orientation,adding diversified"market power"and integrated"external power"."Governmentled"turns to"policy guidance";"product-oriented"turns to"commodity-oriented".The new national system of science and technology follows the theoretical logic of the decisive role of the market and the better role of the government;the national system is prevalent in the innovation practice of the United States,the United Kingdom,Germany,Japan and other countries,but in different modes.Giving full play to the advantages of China’s new national system for science and technology innovation should deal with the following relationships:the coordination of government roles and market mechanisms,the two-wheel drive of the governance system and the innovation system,the simultaneous advancement of institutional reforms and model transformations,and the mutual promotion of international cooperation and self-reliance.
