摘要
新冠肺炎疫情对居民收入的影响存在明显的结构性特征,部分脆弱群体面临较大的收入受损风险。在识别农民工、已脱贫人口、小微企业和个体经营人员、特色经营农户、失业人员和新毕业大学生等重点脆弱群体的基础上,对其收入受损程度进行了定量估算,并评估了疫情对山东省脱贫攻坚和全面小康目标实现的挑战。为确保脱贫攻坚和全面小康目标的如期高质量实现,必须实施与区域发展战略紧密结合的经济增长促进政策,完善救助体系,加强信息化手段的开发应用和集中统筹,建立联防联助联发展的社会治理新机制。
The impact of the COVID-19 on residents income has obvious structural characteristics,and some vulnerable groups are faced with a large risk of income loss.On the basis of identifying the key vulnerable groups,such as migrant workers,the people who have been out of poverty,small and micro enterprises and self-employed workers,characteristic farmers,unemployed people and new graduates to be employed college students,this paper makes a quantitative estimation of the degree of income damage,and evaluates the challenges to the goal of poverty alleviation and overall well-off in Shandong Province.In order to ensure the realization of the goal of poverty alleviation and overall well-off society,we must take effective measures such as economic growth promotion policies closely combined with regional development strategies,improving the social assistance system,strengthening the development and application of information-based means and centralized coordination,and establishing a new mechanism of social governance for joint defense and development.
