摘要
万安滩是位于中国南沙群岛最西侧的陆地浅滩,中国对包括万安滩在内的南海诸岛及其附属海域拥有主权。2019年6-7月,因越南在万安滩海上钻井平台非法作业被中方阻止,中越舰船在海上对峙。万安滩事件发生后,越南党、政、军、学以及新闻界等纷纷表态并采取行动,指责中国"侵犯"越南主权。从万安滩事件后越南各方的反应,可以分析和窥探越南南海"维权"政策趋向,即将和平处理争端作为南海"维权"的优先原则,将合作与有限斗争并行作为处理对中关系的常态选择,将坚持更为高超、巧妙和灵活的"维权"政策手段,并将继续奉行有限度拉拢美日等域外国家介入南海的策略。
Wan’an Beach(Vanguard Bank)is a land shoal located on the westernmost side of the Nansha Islands in China.China has sovereignty over the islands of the South China Sea,including Wan’an Beach,and its affiliated waters.From June to July 2019,Chinese and Vietnamese ships confronted each other at sea due to illegal operations of Vietnam’s offshore drilling platform at Wan’an Beach.After the Wan’an Beach Standofft,the Communist Party of Vietnam,the government,the military,academia,and the press have expressed their positions and taken actions,accusing China of"violating"the Vietnamese sovereignty.From the reactions of all parties in Vietnam after the Wan’an Beach event,we can analyze and observe the trend of its"rights protection"policy in the South China Sea.It will treat disputes peacefully as a priority principle for"protecting rights"in the South China Sea,treat cooperation and limited struggle in parallel as the normal choice for dealing with China-Vietnam relations,and adhere to a more superb,ingenious and flexible"rights protection"policy,and will continue to pursue a limited strategy to draw foreign countries such as the US and Japan into the South China Sea.
