摘要
当前,我国的环境安全形势以及国家应急体系建设要求对环境应急管理提出了新挑战,从环境风险控制、应急准备、应急处置、事后恢复的全过程管理视角分析研究政企的互动问题,并基于信息化平台建设勾勒环境应急全过程管理的政企互动模型,为政府进一步加强应急体系建设、实现有效有序应急提供思路。
At present,China’s environmental security situation and the requirements of national emergency system construction pose new challenges to environmental emergency management.In this paper,the interaction between government and enterprises is analyzed and studied from the perspective of the whole process management of environmental risk control,emergency preparation,emergency disposal and post recovery,and the interaction model of government and enterprise for the whole process management of environmental emergency is obtained based on information platform construction,providing ideas for the government to further strengthen the construction of emergency system and realize effective and orderly emergency response.
