摘要
以安徽省为例,运用因子分析法从政府的重视程度和财力支持力度、医疗卫生人力资源和机构数目、医疗卫生资源使用效率、农村医疗卫生资源4个维度构建综合评价指标体系,对安徽省各地级市的医疗卫生服务水平进行研究.综合评价研究结果显示:安徽省各城市的医疗卫生服务水平由高到低排名依次为黄山市(1)、合肥市(2)、池州市(3)、芜湖市(4)、铜陵市(5)、马鞍山市(6)、宣城市(7)、蚌埠市(8)、淮北市(9)、淮南市(10)、阜阳市(11)、安庆市(12)、六安市(13)、滁州市(14)、宿州市(15)和亳州市(16),由此可以看出安徽省各城市间医疗卫生服务体系发展呈现的差异性,其中最大差异分值达到0.6分.因此,安徽省扩大医疗卫生规模的同时应注重地区间的均衡发展,并应当根据人口流动带来的医疗需求变化合理配置医疗资源.
Taken Anhui Province as an example,the comprehensive evaluation index system is constructed by using factor analysis method from four dimensions:the degree of attention and financial support of the government,the number of medical and health human resources and institutions,the efficiency of the use of medical and health resources,and the rural medical and health resources.According to the results of the comprehensive evaluation study,the ranking of the medical and health service level of each city in Anhui Province from high to low is Huangshan City(1),Hefei City(2),Chizhou City(3),Wuhu City(4),Tongling City(5),Ma’anshan City(6),Xuancheng City(7),Bengbu City(8),Huaibei City(9)Huainan City(10),Fuyang City(11),Anqing City(12),Lu’an City(13),Chuzhou City(14),Suzhou City(15)and Bozhou City(16).It is shown that the differences in the development of medical and health service system among cities in Anhui Province is existed,in which the maximum difference score is 0.6 points.Therefore,while the scale of medical and health care in Anhui Province are expanded,much attention are paid to the balanced development between regions,and medical resources should be reasonably allocated according to the changes of medical needs caused by population mobility.
