摘要
近期,英国“脱欧”以及美国退出或威胁退出一系列国际制度的行为,引发了国际社会对国家退出行为的关注。这种“退群”行为会对国际合作和国际制度的未来发展产生重要影响,而有关国家退出国际制度的系统性研究仍然较少。国家的国际制度行为是一个复杂的国内—国际互动过程。当国家在与国际制度的互动过程中出现收益损耗时,国家通常会面临退出、呼吁改革和沉默三种基本选项。国际制度中的权力分配、国内利益和偏好及国际制度的约束力等国内国际因素,以及二者间的互动,共同推动国家退出偏好的形成。国家退出的偏好最终转化为退出的决策,也受到国际体系压力和国内政治框架的共同束缚。国家与国际制度的相互依赖程度是判断国家退出行为成本收益的重要指标,国内决策结构的集中与分散程度则是国家退出能否在国内获得批准的重要因素。
Recently,Brexit and US withdrawal or threats to withdraw from a series of international institutions have aroused widespread attention to the issue of state withdrawal from international institutions.Such behaviors of withdrawal will have an important impact on international cooperation and future development of international institutions,while related research is still rare.The international institutional behavior of a state is a complex process of domestic-international interaction.When the state suffers from a loss of interest in the interaction with the international system,it usually faces three basic options:withdrawal,urges to reform,and silence.Both domestic and international factors,such as the distribution of power,domestic interests and preferences,and the binding force of international institutions,contribute to the formation of the state’s preference to withdraw.Meanwhile,the process of how such a preference is transformed into ultimate decision is also bound by the pressure of the international system and the domestic political framework.The degree of interdependence between the state and international institutions is a significant index judging the cost-benefit of a state’s withdrawal at the international level,and the degree of concentration and decentralization of the domestic decision-making structure makes an important factor in whether the withdrawal could be“approved”at home.
