摘要
近年来高等教育人才结构供需矛盾突出,国家和教育部推出了一系列旨在引导高校向应用型转型、推进产教融合的政策。以近十年来国家和教育部发布的关于高校应用型转型和产教融合的18项政策文件为样本,通过文本分析发现,相关政策体系呈现出由应用型转型建设向产教融合深化的阶段性特点。一批面向国家重大战略部署、面向应用型人才培养的指导与实施、面向产教融合体制机制建设的政策,从不同角度,围绕不同重点,对应用型高校产教融合建设的推进、深化作出了整体部署和实施指引,已经形成了较为完整的产教融合政策体系。结合政策文本的语义分析,在应用型高校产教融合一级指标下,建立了包括面向产业行业等3个二级指标以及培养定位等13个三级指标的指标体系。
In recent years,the contradiction between supply and demand of talent structure in higher education is prominent.Chinese government and the Ministry of Education have launched a series of policies aimed at guiding universities to transform into application-oriented ones and promoting the integration of industry and education.Taking 18 policy documents on application-oriented transformation and integration of industry and education issued by Chinese government and the Ministry of Education in the past 10 years as samples,through text analysis,it is found that the relevant policy system presents a phased feature of deepening from application-oriented transformation construction to integration of industry and education.A batch of policies for major national strategic deployment,guidance and implementation policies for the cultivation of application-oriented talents,as well as policies for the construction of the system and mechanism of the integration of production and education,have made overall deployment.A relatively complete policy system of the integration of industry and education has been formed.Combined with the semantic analysis of policy text,and under the first level of integration of industry and education in application-oriented universities,three second-level indicators,including industry-oriented industries,and 13 third-level indicators,including training positioning etc.,are established.
