摘要
目的:对我国磁共振成像(MRI)的投入-产出效率进行动态评价,为MRI的科学管理与配置提供参考,方法:基于文献复习和专家访谈法确定MRI配置利用效率的评价指标;以2013〜2017年样本医院MRI相关面板数据为基础,运用DEA-Malmquist对MRI投入-产出效率进行科学的动态评价。结果:全国各区域MRI配置效率存在一定的不稳定性,缺乏长期的宏观配置规划;规模效率变化是影响各区域MRI全要素生产率变化指数的关键,MRI配置投入存在盲目性。对策建议:制定科学、适宜的MRI宏观配置规划;建立健全MRI配置使用监管机制;开展MRI临床使用动态评价。
Objective To dynamically evaluate the input-output efficiency of magnetic resonance imaging(MRI)in China,and provide references for the scientific management and configuration of MRI.Methods The evaluation index of MRI allocation and utilization efficiency was determined by literature review and expert interviews.DEA—Malmquist index model was used to dynamically evaluate MRI input-output efficiency based on panel data between 2013 and 2017 related to MRI from sample hospitals.Results There was a certain instability in MRI allocation efficiency in various regions of China,and was absent in long-term macro-configuration planning.The change in scale efficiency is the key to influencing the MRI total factor productivity change index in each region.And the input of MRI allocation was blind.Suggestions It is suggested to develop a scientific and appropriate MRI macro—configuration plan,establish and improve the supervision mechanism of MRI configuration,and carry out dynamic evaluation of MRI clinical use.
