摘要
与传统碎片化、分体式的工程咨询服务相比,全过程工程咨询强调“综合性”“跨阶段”“一体化”,以更好地实现投资建设意图,这就要求咨询人员需要具备非常强的核心能力以应对复杂的全过程工程咨询工作。造价工程师是从事工程咨询的高端人才,是全过程工程咨询团队中的领导者和重要参与人员,在大力培育全过程工程咨询的时代背景下,提升造价工程师的核心能力是实现工程造价咨询行业转型的关键。文章从教育背景、从业经验、行业环境和自身素质4个方面分析了影响造价工程师核心能力的因素,阐述向全过程工程咨询转型造价工程师需要具备综合素质能力、持续发展能力、专业技术能力3个方面的核心能力要求,并从构建人才“协同培养”体系、完善执业管理体系、探索个人执业制度和鼓励国际交流等4个方面对造价工程师核心能力提升提出了建议。
Compared with the traditional fragmented and split-type engineering consulting services,the whole process engineering consulting emphasizes"comprehensive","cross-stage",and"integration"to better realize investment and construction intentions,which requires consultants to have very strong core competence to deal with complex whole process engineering consulting work.Cost engineers are high-end talents engaged in engineering consulting,and are leaders and important participants in the whole process engineering consulting team,under the background of vigorously cultivating the whole process engineering consulting,improving the core competence of cost engineers is critical to achieve the transformation of engineering cost consulting enterprises.This article analyzes the factors that affect the core competence of cost engineers from four aspects:education background,experience,industry environment,and their own qualities,and elabrates that cost engineers must have comprehensive quality capabilities,sustainable development capabilities,and professional technical capabilities during the transformation to whole process engineering consulting.Suggestions are made for improving the core competence of cost engineers from four aspects:building a"collaborative training"system for talents,improving the practice management system,exploring the individual practice systems,and encouraging international exchanges.
