摘要
研究目的:剖析地方政府土地财政竞争的网络演化特征,并揭示其空间网络形成机理。研究方法:社会网络分析、QAP模型。研究结果:地方政府土地财政存在多线程竞争模式,形成了复杂空间网络,且该网络呈现小世界性、等级度松散、多重叠加等特性;土地财政竞争网络具有多维空间集聚模式,且从土地财政传导路径看,主要体现在由中西部地区向东部和东部沿海地区溢出;财政分权、地方政府竞争、经济基础设施投资、城镇化率、资源禀赋等变量的省际差异以及地理距离在土地财政空间网络形成中发挥了重要作用。研究结论:各省份及聚类板块在土地财政竞争网络中扮演角色各异,土地财政治理应同时注重“因地施策”与“区域联动”。
The purposes of this paper are to analyze the spatial network structure of land finance competition of local governments and explore the underlying mechanism.The research methods include social network analysis and QAP model.The results show that the land finance has multi-threaded competition which forms a complex spatial network,and presents the characteristics of small world,loose hierarchy and multiple overlapping.The spatial network has multidimensional spatial agglomeration,and from the perspective of transmission path,the spillover phenomenon from the central and western regions to the eastern and eastern coastal areas is obvious.Geographical distance and the interprovincial difference of fiscal decentralization,local government competition,economic infrastructure investment,urbanization rates and resource endowment play an important role in the formation of spatial network of land finance.In conclusion,different provinces and clusters play different roles in the competition network of land finance.Therefore,the efficient governance of land finance should focus on the mechanism of“local-specific policy”and“regional linkage”.
