摘要
只有超越一般意义上数字技术-经济范式,构建面向未来的全数字技术-社会新范式,才能深刻理解数字技术引发的社会创新变革.本文以区块链社会创新为切入视角,首次阐述了全数字时代的技术-社会新范式的内涵、过程机制和周期特征,认为区块链技术是通过影响社会问题建构、社会创新方案匹配、社会解决方案落地以及社会创新成果扩散来赋能社会创新.区块链社会创新实践业已充分展示了数字技术对社会的深度影响.全数字化时代,数字信息所带来的客观性和网络性必然带来更加开放包容的技术-社会新范式,这也是适应数字技术的社会最优惯性运行模式.这种技术-社会范式的更迭,应该引起政府管理方式的相应转变.本文研究从理论上拓展了技术-社会范式的研究内涵,有助于推动数字技术与社会创新的深度融合.
Only by transcending the general digital techno-economy paradigm and constructing the future-oriented new digital techno-society paradigm,can we deeply understand the social innovation and transformation caused by digital technology.From the perspective of the social innovation of blockchain,this paper first expounds the meaning,process mechanism and cycle characteristics of the new techno-society paradigm in the full-digital era.This paper argues that blockchain technology accelerates the development of social innovation by influencing social problem framing,facilitating innovation solutions matching,automating the social solutions process and expanding social innovation diffusion.The practice of blockchain has fully demonstrated the deep impact of digital technology on society.In the full-digital era,digital information characterized by the objectivity and network will inevitably bring about a new techno-society paradigm in a spirit of openness and inclusiveness,which also adapts to digital technology based on the optimal social inertia mode.The change of techno-society paradigm should lead to corresponding changes of government management mode.This paper expands the research connotation of techno-society paradigm theoretically and will contribute to promote the deep integration of digital technology and social innovation.
