我国香港地区残疾考生的教育考试合理便利及其启示 被引量:4

Reasonable Accommodation of Disabled Candidates in Hong Kong Education Examinations and Its Enlightenment

摘要 我国香港地区主要的教育考试有香港中学文凭考试、全港性系统评估和校本评核。在这些教育考试中,残疾考生合理便利的适用对象有8到9种;合理便利的内容包括延长考试时间、特别安排试题及作答形式、使用辅助仪器、试场内的额外协助、豁免部分考试内容等五个方面;合理便利的获取程序分为申请、审核和结果发放等三个环节;合理便利的特点包括理念力求公平、内容丰富多样和依据科学专业。未来我国内地的教育考试可借鉴香港地区合理便利的实践经验,扩大合理便利的覆盖面,丰富合理便利的内容,协调考生需要,注重考试公平,并开展合理便利的实证研究。 The main education examinations in Hong Kong include Hong Kong Diploma of Secondary Education Examination,Territory-wide System Assessment,and School-based Assessment,among which the reasonable accommodation is suitable for 8 to 9 types of disabled students.The contents of reasonable accommodation include extension of examination time,special arrangement of examination questions and forms of answers,use of auxiliary instruments,additional assistance in the examination room,and exemption of part of the examination content.The acquisition procedure of reasonable accommodation consists of three parts:application,examination and result issuance.The characteristics of reasonable accommodation are to strive for fairness in concept,to enrich and diversify in content and to be based on science.Drawing lessons from the practical experience of reasonable accommodation in Hong Kong,China's Mainland should expand the coverage of reasonable accommodation of disabled candidates,enrich the content of reasonable accommodation,coordinate the need of the candidates and fair examination,and carry out empirical research on reasonable accommodation.
