中国水资源综合利用效率测度及其空间交互分析 被引量:17

Measurement and the Spatial Interaction Analysis of the Water Resource Comprehensive Utilization Efficiency in China

摘要 研究目标:分部门、分阶段测度用水效率,并分析水资源综合利用效率的空间交互影响。研究方法:构建基于水资源系统混合网络结构的DEA模型测算水资源利用效率,利用Moran's I指数和脉冲响应函数分析其空间交互影响。研究发现:2006~2015年期间中国水资源利用效率整体偏低;初次用水效率高于污水处理效率,生活用水效率高于工业用水效率;水资源综合利用效率存在显著的空间交互影响,中部地区对全国水资源系统效率的协同提升具有重要影响。研究创新:引入多重混合规模报酬技术消除投入产出错配问题提升效率测算精度,并分部门进行用水效率评估。研究价值:基于效率测度结果优化水资源系统以实现高效用水,基于空间效应协调区域用水以实现水资源综合利用效率的空间协同提升。 Research Objectives:Measure the water utilization efficiency in stages and in departments,and analyze its spatial interaction effect.Research Methods:Build a DEA model based on the hybrid network structure of water system to measure the water utilization efficiency,and use Moran's I index and impulse response function to analyze its spatial interaction effects.Research Findings:During 2006~2015,the overall water efficiency in China was low;the initial water use efficiency was higher than the wastewater treatment efficiency,and the household water efficiency was higher than the industrial water efficiency;the comprehensive water utilization efficiency had significant spatial interaction effects,and the central region had an important influence on the synergy enhancement of national water utilization efficiency.Research Innovations:Improve the accuracy of efficiency by introducing the new multiple hybrid returns-to-scale technology to eliminate input-output mismatch problem.Research Value:Optimize the water system based on efficiency measurements to achieve efficient water utilization,and coordinate the regional water usage based on spatial effects to realize the spatial synergy enhancement of water comprehensive utilization efficiency.
