摘要
区域工业发展与水资源,能源,环境是一个相互影响的整体系统,合理测度我国区域工业全要素水-能-环境(Water-Energy-Environment,简称WEE)效率对于实现新时代我国工业经济高质量发展具有重要意义.文章在系统考虑水资源-能源-污染物三者之间关系的基础上,构建全要素WEE效率的非径向数据包络分析(DEA)评价模型,进而研究2011-2017年我国区域工业的全要素WEE整体及个体表现.研究发现:我国工业WEE效率的平均水平为0.728,东部地区的WEE整体表现以及其水,能,环境效率的个体表现均要显著高于中西部地区,且其WEE效率值分布也最为集中;三大地区均呈现出"能源利用效率优于环境效率,环境效率优于水资源利用效率"态势,"节能>减排>节水"的偏好顺序在我国工业生产中表现较为明显,表明这三者并不会"天然"的保持同步:东部地区水,能,环境的效率差距最小,西部地区次之,中部地区差距反而最大.基于上述发现,提出加强水,能,环境相关法律法规的协同性和集成性,加强不同区域工业间的节能,减排,节水技术交流与合作,制定有利于激发市场主体水,能,环境绩效改善动力的政策与充分发挥市场机制作用等政策建议.
Regional industrial development and water resources,energy,and the environment interact with each other and constitute an overall system.A reasonable measurement of the total factor water-energy-environment(WEE) efficiency of the regional industry is essential for realizing the high-quality development of China’s industrial economy in the new era.Based on the systematic consideration of the relationship between water resources,energy,and pollutants,this paper proposes a non-radial data envelopment analysis(DEA) model for measuring the total factor WEE efficiency.Then we study the overall WEE performance and the individual performance of water,energy,and environment in China’s regional industry from2011 to 2017.The results show that the average WEE efficiency of China’s industry was 0.728.The overall WEE performance and the individual performance of water,energy,and environmental in the eastern region are significantly higher than those in the central and western regions,and its WEE efficiency distribution is also the most concentrated.All of regions have a common situation that "the energy efficiency is better than the environmental efficiency,and the environmental efficiency is better than the utilization efficiency of water resources", which indicates the preference order of "energy-saving is more important than emission-reduction,and emission-reduction is more important than water-saving" in China’s industrial production,and also implies that energy saving,emission reduction and water saving do not naturally keep pace with each other.From a regional perspective,the eastern region has the smallest water,energy,and environmental efficiency gap,followed by the western region,and the central region has the largest gap.Based on the above findings,countermeasures and suggestions are provided,such as strengthening the synergy and integration of laws and regulations related to water,energy,and environment,strengthening the exchange and cooperation of industrial energy-saving,emission-reduction,and watersaving
