摘要
大规模政府公文的管理与分析是运用大数据思维和方法,推动政府公共决策与服务水平整体提升的一项重要探索。针对目前政府公文缺乏大数据分析、智能化处理技术的现状,首先重点研究了面向大规模政府公文的结构解析方法与信息抽取方法,为15种政府公文的语义结构解析提供了思路。然后,提出改进的内容分析方法,以提高基于政策条文进行内容分析的操作效率和智能化水平。最后以芯片领域为例,对相关公文进行了信息抽取和内容分析,得到以政策工具、研发与应用、政策目标为主要维度的芯片产业发展政策框架,为企业、高校、科研院所等芯片研发主体以及政策研究人员提供参考。
The management and analysis of large-scale government documents is an important exploration to improve government public decision-making and service levels with the big data thinking and methods.In view of the current lack of big data analysis and intelligent processing of government documents,this study first constructed the method of structure analysis and information extraction for large-scale government documents,which will be the foundation of the semantic analysis of 15 types of government documents.Then,it formulated an improved content analysis method,intending to improve the efficiency and intelligence level of policy text analysis.Finally,it conducted information extraction and content analysis of government policies by taking chip field as an example and obtained a policy framework of chip industry development,with policy tools,R&D and application,and policy objectives as the main dimensions,which will provide reference for enterprises,universities,researchers and policy makers.
