摘要
新型农村合作医疗制度是实现城乡居民公平享有基本医疗保险权益、增进农村居民福祉的重大举措,对促进城乡经济社会协调发展具有重要作用。本文通过理论分析提出“新农合降低了农村居民犯罪的概率,从而降低了中国犯罪率”的研究假说。运用全国190个地级城市2011—2015年的面板数据,采用空间计量模型和系统广义矩估计法对研究假说进行验证,研究发现:新型农村合作医疗参合人数对犯罪率的影响显著为负,参合人数的增加会降低犯罪率;新型农村合作医疗制度通过可支配收入和贫富差距的中介效应对犯罪率产生重要影响。基于此,本文建议:建立报销比例逐步提高的机制,扩大基本药物覆盖范围;尽快完成新型农村合作医疗制度与城镇居民医疗保险制度的合并;放松医疗资源供给管控。
The new rural cooperative medical care system is a major measure to ensure that urban and rural residents enjoy the rights and interests of basic medical insurance equitably and improve the well-being of rural residents.It plays an important role in promoting the coordinated development of urban and rural economy and society.Through theoretical analysis,this paper proposes the research hypothesis of"the new rural cooperative medical system reduces the probability of rural residents committing crimes,thus reducing the crime rate in China".Based on the panel data of 190 prefecture-level cities in China from 2011 to 2015,the research hypothesis is verified by spatial econometric model and other methods,and the conclusions are drawn as follow:the number of people participating in the new rural cooperative medical care system has a significant negative impact on the crime rate,and the increase of the number of people participating in the new rural cooperative medical care system will reduce the crime rate;the new rural cooperative medical care system has an important impact on the crime rate through the mediating effect of disposable income and wealth gap.Based on the above research,the following suggestions are put forward such as establishing a mechanism to gradually increase the reimbursement ratio and expanding the coverage of essential drugs,completing the merger of the new rural cooperative medical care system and the medical insurance system for urban residents as soon as possible,and relaxing the control over the supply of medical resources.
