摘要
为分析新衣合异地就诊和报销的地域性歧视政策对农村劳动力跨城乡、跨区域流动的影响,本文利用7个劳务输出大省2007-2011年农村固定观察点数据进行了实证分析。结果表明,县内报销比例每提高10%,农村劳动力选择县内务工的概率增加1.9%。同时,县内报销比例的上升对农村劳动力跨省务工的积极性有显著的负向影响。另一方面,新农合的实施对农村劳动力人力资本的提升、外省务工的农村劳动力回流以及对农村劳动力供铪的负面影响使得这项医疗保障政策并没有显著提高农民收入。
To analyze the effect of inter-regional labor flows across urban and rural areas,which is caused by off-site treatment and reimbursement policy in new cooperative medical scheme(NCMS),this study applied the data from rural fixed observation points system,which includes 7 major labor export provinces from2007 to 2011,to empirically examine the above hypothesis.The results show that the probability of rural labor workers choosing county seat as the work place will,increase by 1.9%when the reimbursement rate from the local medical center is increased by 10%,and the increased reimbursement rate will also have significant negative effects on the enthusiasm of rural labor to work in other provinces.On the other hand,the implementation of NCMS cannot promote farmers' income that is possibly driven by the adverse effects,including the enhancement of rural labor capital,labor reflux from other provinces and negative impacts on labor supply.
