摘要
解决好"三农问题"是全党工作的重中之重。十九大报告提出要实行乡村振兴战略,并对乡村治理提出了新的要求。在新型城镇化的背景下,农村社区参与中存在参与主体普遍性不足、参与领域深度性有限、参与方式有待改进、参与态度亟需转变等困境。因此,必须从树立多元共治理念,健全治理主体;拓宽参与领域,掘进参与深度;畅通参与渠道,改善参与方式;提高参与意识,增强参与能力等方面进行解构。
Solving the problems of agriculture,rural areas and farmers is the top priority of the work of the whole party.The report of the 19th National Congress of CPC proposes that the strategy of rural revitalization should be implemented and put forward new requirements for rural governance.But there are still some problems in the participation of rural community,such as the insufficiency of participants,the limited depth of participation,the lack of improvement in the participation mode,and the need to change the attitude of participation,etc.Therefore,it is necessary to deconstruct from the following aspects:establishing the concept of multiple co governance,perfecting the main body of governance,broadening the field of participation,driving the depth of participation,opening the channels of participation,improving the ways of participation,changing the awareness of participation and enhancing the ability of participation.
