摘要
森林村镇作为生态宜居乡村建设中的基础性工程,对实现生态文明、乡村振兴具有重要意义,其建设不仅要依靠政府“自上而下”的推行,更要实现村民的深度参与。本文以协商民主为研究视角,在了解陕西省H市森林村镇建设及村民参与情况的基础上,揭示了村民治理面临的参与意识淡薄、能力欠缺、途径受阻等困境,提出了为发挥村民主体作用、投身美丽家园建设的基本策略,以推动基层协商民主的良好发展。
As a basic project in the construction of ecologically livable villages, forest villages and towns are of great significance for realizing ecological civilization and helping rural revitalization. The construction of forest villages and towns must not only rely on the government’s "top-down" implementation, but also depend on the full participation of villagers. From the perspective of deliberative democracy and based on the basis of understanding the construction of forest villages and towns in H City, Shaanxi Province, the paper reveals the difficulties faced by villagers such as poor awareness of participation, lack of ability, and restricted accessibility. The basic strategies for giving full play to the main role of villagers and participating in the construction of beautiful homes, so as to promote the sound development of grassroots consultative democracy were put forward.
