Before the outbreak of the Sino-French War,the Japanese government, facing the invitation from France to form an alliance, chose to take a position of being friendly to China and rejecting France with the considerations of its own national finance, navy and treaty amendment. After the outbreak of war,the Japanese government adopted a two-sided strategy. On the one hand,it followed Britain,Germany and the United States regarding the Sino-French issues. On the other hand,it secretly expressed its goodwill to China. The purpose of this strategy was to cope with the different results of the war, either triggering imperialist powers to divide China or the peaceful settlement of the war. With the help of the Sino-French War,the Japanese government improved its international status, promoted to solve the difficulties of its internal affairs and diplomacy, completed a training of how to invade China, and accelerated the pace of its arms expansion. It can be said that the Sino-French War is an early warning sign of the Sino-Japanese War in 1894,and objectively advanced the time when Japan launched the war of aggression against China.
