摘要
基于2000—2017年长三角地区的面板数据,运用DEA模型测算该地区绿色发展效率,用Malmquist指数对绿色发展效率进行分解,从时间和地区两个维度对区域绿色发展效率的差异进行分析。研究发现:第一,绿色发展效率存在区域差异性。上海市绿色发展效率值最高,于2005年率先实现DEA有效并一直保持,然后是浙江省,相比之下,江苏省较低,安徽省最低。三省一市绿色发展效率的较大差异不利于长三角一体化协调发展。第二,长三角地区绿色发展水平呈现不稳定态势,主要是因为江苏省和安徽省绿色发展效率值在样本期间波动较大。第三,生产技术进步因素是导致绿色发展效率波动的主要原因。浙江、江苏和安徽三省在资源利用效率和污染减排方面仍有很大优化空间。
Based on the panel data of the Yangtze River Delta region from 2000 to 2017,the DEA model is used to calculate the green development efficiency of the region,the Malmquist index is used to decompose the green development efficiency,and the differences of regional green development efficiency are analyzed from two dimensions,time and region.The findings are as follows:First,there are regional differences in green development efficiency.Judging from the value of green development efficiency,Shanghai is the highest,first to achieve DEA efficiency in 2005 and maintaining it all the time.It is followed by Zhejiang Province.In contrast,the value of Jiangsu Province is relatively low and Anhui Province has the lowest value.The great difference in green development efficiency among the three provinces and one city is not conducive to the coordinated development of the Yangtze River Delta.Second,the level of green development in the Yangtze River Delta region shows an unstable fluctuation trend,mainly because the efficiency of green development in Jiangsu and Anhui provinces fluctuates greatly during the sample period.Third,the technical progress of production is the main reason for the fluctuation of green development efficiency.Zhejiang,Jiangsu,and Anhui provinces still have much room for optimization in terms of resource utilization efficiency and pollution reduction.
